Terje Fossnes is currently employed by the Royal Norwegian Navy Materiel Command as a chief engineer and head of the section responsible for Systems Engineering. In addition his section is appointed to be the competence base for the Norwegian Armed Forces’ process modelling and thus also carries the responsibility for co-ordinating the process modelling resources throughout the Armed Forces in Norway. With nearly 20 years of Systems Engineering experience, Terje has been an integral part of the procurement of six complex systems for the Royal Norwegian Navy and contributes as a lecturer and instructor in Requirements Specification for the Norwegian Armed Forces Project Manager Training program. His experiences also include:

-          service as a naval officer on-board submarines,

-          trade studies between tactical operability, technical solutions and environmental issues related to submarine and torpedo deployment,

-          the implementation of integrated logistics support and life-cycle process requirements,

-          the use of capability maturity models,

-          project management,

-          participation in international projects and working groups with different European governmental establishments and industry,

-          involvement in the Norwegian CALS program,

-          Navy representative in the Norwegian reference group for the NATO CALS Framework Project.

He is also an experienced Systems Engineering consultant and -trainer.

Terje is one of the founding members of NORSEC, the Norwegian INCOSE chapter.

In 1998 Terje was elected to the Board of Directors of INCOSE representing Academia and Government for Region III (Europe). He war re-elected in 2000.

Terje is also on the Board of Advisors of the Scandinavian Summer School on Systems Engineering and Supportability.
